Patch 1.04... Union Leaders Starting Positions...Butler

So this is just a modest request....one that shouldn't take too much time to sort out before 1.04 is made official. Could we change the starting location of Ben Butler?
As it stands, Ben starts frozen in Fort Monroe in the April 61 campaign. In reality he should be in Baltimore to start (and ideally linked to the "Pratt Street Riot" event.) I make the request both for historical accuracy and for playability. Butler's best quality is his Marshal Law ability and he would serve the Union cause much better in Baltimore as a starting point.
Since I'm at it, would it also be possible for Georges Thomas and Don Carlos Buell to spawn in E November 61? Again, this would jive more with the historical reality (Where Buell takes command of the department in November), and it helps resolve the leadership vacuum for the Union in Kentucky that is a killer in 61.
Otherwise, thanks for the patch (and nerfing the amount of supplies produced by cities!)
