Possible wrong text on Recruiter ability tooltip

See image. The last 2 sentences of the tooltip seem useless in this case.

Not really.

He has to be "in" the city for the ability to work. If he is just in the region then you don't get the bonus conscripts each turn (or shouldn't if it is all WAD).
It works if he is in the city stacked on his own, or if he is in command of a stack there. If he is in a stack, but not the commander of it, then no bonus.

Why would he need to be in command of troops in order to recruit troops?
That doesnt make sense. That's why I wondered if it was an error.
He just needs to be in the city but doesn't need troops. In that case the message isn't correct/complete

The tool tip does not say that the leader needs to actually command any troops. He only has to command his stack, which can be a stack of one: himself.

I know, but the sentence "This ability applies if the defender is in command of the stack" is misleading in this case as the general
just needs to be in the city.
The 2nd sentence "The force under his command needs to be in the city to do so" is also misleading.
Better: "The general or the force under his command needs to be in the city to do so"
To summarize, this text seems better to me (your millage may vary)
This leader can muster new conscripts on a regular basis in cities of level 5+
The general or the force under his command needs to be in the city to do so
Not sure about the 3rd sentence but it probably is need if the general doesn't recruit if someone else commands the stack he is in.
Then the whole text would be:
This leader can muster new conscripts on a regular basis in cities of level 5+
The general or the force under his command needs to be in the city to do so
This ability applies if the defender is in command of the stack
