Costal and Fortress guns marked with the white badge indicating cannot move out of the region CAN BE MOVED out of the region.

There are brown stripes which means they move extra slow.

Red stripes mean locked.

We should be able to strip them and move them to where we want to move them to as the need arises. This is what happened during the war.
