Promotion not possible when stack is fixed

After a big battle in Manassas, general Richard S. Ewell was up for promotion.
However, his stack was fixed and the promotion button was greyed out.
It's not because the unit is unable to operate, that the general shouldn't be allowed to get a promotion.

There is a workaround. Disband his division, then hit the promote button. You can form it back in the same turn.

I can't, disband is also greyed out. The only option that's enabled is "Enter structure". Makes no sense at all.
A structure can be entered but a man can't be promoted?

I have noticed in a couple of incidences that you have to select your leader then go to a different stack, from another region, and come back. It may work for you then. Promotions also need to be the last thing you do with that leader or stack. Not the last thing you do, just the last you do with the stack.

Not of that worked. I had to wait to the next turn.
In another instance 2 generals were up for promotion, and i had to wait to the next turned because they were fixed.
One commander lost his promotion, the other one could still be promoted. Annoying.

Is there anywhere you can manually enter the promotion?

I wouldn't touch the DB but it's a good thing you reported this problem so it can be fixed.
