You can't move a unit directly from Ness ID1505 to East Cheyenne ID1664, even if you use the "force move" option.
Moving the other way is OK though.

I need a screenshot because may be there is a mountain range or something else that prevents movement..also check the terrain, some regions are impassable there...

Both regions are Prairie. This pick shows the route that they can take, but they can't do it the other way round. They can't go from Ness to East Cheyenne.

Weird, there is no logical reason that they can go from one way and not the other way round
