In about 8 games as the Union I have noticed that the Rebs never attack Norfolk losing the benefits of the free artillery
and building the Virginia there. They will block it will a ground force if I move Union troops in but never seem to attack.
This is playing the Beta patch recently released.

Played again and only got the Rebs to attack by marching a USMC unit up the railway and destroying it then retreating. Finally the Rebs
notice and attack but at no other time nor game so far.
