CSA cannot form corps

Have just patched to 1.03 - love the hidden/ veteran activation feature by the way.
Have loaded a pbem game started under 1-02. We are in May 62 so corps formation is enabled.
Existing corps are fine but I cannot form new ones even where Polk is in the same location as the army commander.
Welcome any thoughts.

Several things pop into mind:
Can anyone else form a corps, or can no one? That makes a difference.
If only him,
Is he his own army? Is he active? (with hidden activation, you might not know).
If no one else,
Possible game bug.

Many thanks for response.
I also have the same problem with my other two star generals which would suggest it is a bug - presumably one that only affects upgraded games as I cannot trace another reference to the point on the forum. I had it last turn and the current one.

How much armies you and your opponent have in the field?

I have 4 (I think I can have 6 in 1862?).
I am unsure about my opponent.

Never mind. I thought it might have relevance if you loaded a game in which you had over 6 armies since you could have formed more in 1.02.

I am forming corps normally using Official 1.03. I did a clean installation and started a new game. Perhaps that is the difference
