Losses?

I have supected something is wrong with the tally of POW's and Lost men for some time OR perhaps I just don't understand it. I asked a question on the forums some time back if Lost men = POW's plus Casualties, and was answered yes, but clearly from my example below this is not the case. Can someone explain how the losses are tallied or is there a bug here. I have only looked at these files from the CSA perspective as this is an ongoing PBEM and I don't want to peak at my opponents stuff.
If you look at the file for Late August the USA has 1700 men as POW's and a total of 9840 Lost men.
In Early September a large garrison at Alexandria surrendered and the numbers of POW's go up to 13400, but the Lost men now shows 11361.
So if the Lost men was a total of POW's and Casualties it would be ~24K. So clearly it is not a combined tally.
So does this mean that in order to determine the total loss of troops you have to add POW's and Lost men together?
