Is this a bug or am I overlooking something?

I have a cavalry unit moving from one region to an adjacent region. I have 100% MC and loyalty in both regions. There is rail line in both regions, and it is undamaged. The weather is clear; the terrain is clear in Des Moines but muddy in Newton, IA. I have the "travel by rail" option selected. Why is it that traveling out of/into Des Moines, IA, ignores the fact that I'm on a train? To test it, I set up a journey with an infantry unit by rail from Newton, IA, into Des Moines, and the rail is being ignored in Des Moines. Screenshot attached.

Also, if I go the other direction, into Raccoon, IA, rail does work. It's only between Des Moines and Newton.

Perhaps something we call internally 'directional link' is missing between the 2 regions. Will forward your problem, thanks.
