Playing grand campaigne as CSA and having crash to desktop while trying to load this save. (PCU is i5 OS is Windows 7)

Beside this I have noticed it's not possible to promote leader in an army or a corp and division are still not allowed in late 1862

This seems to be tied to a compressed saved game which is not opened correctly. If you don't mind restarting your current game, then the easiest solution is to delete your saved games manually

they are in C:\Users\<your user name>\Documents\My Games\AGE\CW2\Saves

then launch the game, go to main menu, options, system tab and uncheck 'compressed saved game'

Sorry for the trouble. The first patch will turn off compression by default.

Mine does not show 'compressed saved game' in the system tab

I checked your save and I have a solution for you (it worked for me at least).

Open your saved game, then delete the .tmp file (0 byte). Then load it in game
