Adding and editing provinces on the map

Has anyone done this? Is this possible? I would like to add provinces or breakup existing provinces into multiple provinces in Virginia in an attempt to fix the stalemate the eastern theater develops, thanks.

It can be done, but you need the Exmap tool (Philippe can send this to you).
And after working on Exmap you have to change many delicate things inside the game
the region aliases file, the areas file, Grand areas file, the regions file. This is mainly what cames to my head at first instance.
