Which files do I change (and where) to get Great Britain, France, and Mexico into the war immediately (in, say, the April 1861 scenario)?

It's not possible at the moment, unless to tweak some events (e.g. change the Foreign entry value of the Cotton Embargo option to 100 for example), and that would allow only Britain and France (not Mexico) right now. We plan to work on some future features for that

Drats...oh, well.
