Anarchist battalions upgrade to regulars?

I checked the database and anarchist militia battalions are suppose to upgrade to regular anarchist battalions with a percentage chance. However I haven't actually seen it happen in game. Maybe I just haven't played far enough as the republicans or maybe missed it but has anyone else noticed whether anarchists battalions are actually upgrading to regular troops without the use of a training officer?
I have checked and a training officer will upgrade anarchists militia to regulars.
