Yes. I also do that. As far as I know there is no penalty and Italian commanders are terrible, so I guess it's kinda "gaming the system".

In this instance, not really gaming the system, just an alternative deployment.

It means that the Italian leaders being bad is essentially meaningless, so I am not sure if I can agree with you there. At least I was under the impression that the Italians were supposed to have command problems, but under good Spanish leaders they don't have those.

I am under the impression that italian troops under spanish command will take MORE CP to command properly, unless the Spaniard has some Italian commanding special ability, which I don't think exists. Back in RUS having Russians commanding Cossacks meant that each cossacks needed more CP, so the russian could not command as many as a Cossack Commander. This meant little to South Whites as they had a ton of competant commanders. Some russians had cossack commander ability, which allowed them to lead cossacks with no extra CP penalty.

You are not wrong, but it is enough to have one 1-star Italian leader in a stack to get rid of the penalty.
E.g. what I did was to creatr Italian divisions, which require Italian commanders, and then they are commanded by Spanish commanders, usually mixed with Spanish divisions.

The game system looks at whether there is at least one commander of the correct faction. Because I tend to play historically, I ignore the anomaly that a great commander of a different faction does well as long as you have at least one poor commander of the correct faction.
