Athena does not Repair Rail

I am been playing the Campaign Game CSA against Athena. It has been challenging. But there is one problem, Athena does not repair destroyed rail lines, especially the 2 areas from Baltimore to Washington. Is there anyway to manually repair the line for Athena by assessing the database?

You would need to create an event.

Athena does repair railroads if an army happens to be at the right place at the right moment and there is enough stockpile. Also, from memory, there is a small chance a railroad is repaired without a unit, only for the AI, each turn (the AI will pay for it).
So ... eventually the railroad will be repaired, but the AI does not prioritize that.

Pocus, regarding the AI automatic rail repair chance, is that value somewhere in the files that can be edited? I have sent raids in sometimes that destroyed rail along a stretch of six regions, yet the damage is repaired completely within two turns and no units involved. It had gotten to the point that rail damage to the AI for the purposes of supply interdiction seemed pointless unless you controlled the region.

Oriflamme, I have seen it happen even with the AI disabled, but I suspect those two things (AI difficulty setting and automated rail repair) are not interdependent, or hardly so. I have seen it happen up to AI setting easy, and either activation bonus setting. Given that I have usually been playing as the CSA, and considering Pocus' information regarding availability of resources as part of the equation, it makes sense that I'd see it more often when it comes to Union AI.
