AI and Automatic Replacements

Quick question. If you set automatic replacements to 0 does the AI not buy replacement chits? I usually PBEM, but I was doing some single player and Athena doesn't seem to be replacing hits. (I also could be imagining things 
) Anyone else notice something along those lines?
