I was playing a campaign as the CSA and I wanted to form divisions. I was able to enable division command for certain leaders, but couldn't do anything else.

How do I make divisions then? Or am I just too early trying to do it

Once you enable a leader to form a division you select that leader, then holding down
the shift key select up to 15 elements. A plus sign will appear after you select a few. If
you click on that the division will be formed. There are quite a few posts on this group
that discuss the pros and cons of various combinations. Use the search feature to look
those up. This forum has a wealth of information.

I might have that wrong. Could be the control key instead of the shift
key you hold down. I plead sleepiness

Generals that are inactive for the turn may not form Divisions. That may have been your problem.

And you may have been too early. It takes a bit before division can be formed to represent the gradual organization of the armies.
