Foreign Intervention

So iv read a lot of the forums and I see intervention is next to impossible unless you "escalate the Trent Affair"
A few questions
How do you "escalate" the Trent Affair?
Does intervention only happen when you get to 100?
If not 100, then how is it calculated? For example, if intervention is in my favor by 25 how do you calculate the chance they will come in on my side each turn?

IIRC it's a matter of luck to escalate the Trent Affair.
But I don't think the Trent Affair is the end-all-be-all trigger. It's just one of many. The boycott of Cotton sales is at least as important, and something the CS player can actively do.

I think he's asking if you can have any effect on the Trent Affair, and the answer is no. It's
a random part of the game.
Here's a ponder though. I've only ever seen one outcome for the Chapman plot. Does
anyone know if there is another one? Can I get a raider on the West coast if it goes the
other way
