Early Confederate organization

Hey guys! I have a few quick post-tutorial questions. From the July 1861 start, the major Confederate armies have a significant deficiency in Command Points, resulting in inefficiency ratings of 15-25%. Yet, with division formation blocked until October 1861 and corps formation blocked until later in 1862, there seems to be no way to remedy this short of stripping units from the armies. I'm loathe to do that, as my armies already are weaker than Union adversaries. Additionally, I have a number of low-skill 1-star generals in Richmond who have no brigades and consequently seem to have no function. Is there something I'm missing here?

You are exactly right in what is happening with out of command penalties. This is a way of simulating the very raw troops and commanders on both sides in the early months of the war. Be assured, your Union opponent has the same penalty. This will change when you gain armies and better organization.

The Union has the same problem.

I send those generals doing nothing north and make them brigade commanders. They might accidentally get some experience points in a battle this way, and they're not doing anything else useful. It'll be useful to have them on scene immediately when you can form divisions. You can do this by clicking on the general, and ctrl+clicking on a brigade with multiple elements, and then clicking on the green plus sign that's normally used for forming divisions.

Adding generals to early stacks is one way potentially to lessen the penalty. But, the above suggestion of creating single unit divisions (until divisions become available) is by far the better way.
