Can this be played in windowed mode?

I am able in other games to set the window to a reasonable size and wondered if it is possible here or if it has to be full screen only?

Yes it can. Before starting the game, run the Configure Settings program in the Civil War II start menu, and select the Display tab.
Scree mode: Standard
Window Mode: Fixed Resolution, with border
Screen Resolution: (select your desired window size)
Click [Change].
Start the game and check if you're happy with the window size; if not rinse and repeat.

All sounds great but I cannot see any such Configure Settings. The game screen to start simply has the Play Civil War or Game Manual as selectable, and once I press Play I get only the following choices - see screenshot.

The configure settings program is run outside of the game. It is located in your base Civil War Two folder and is named agesettings.exe. It is the same program where you put in your cd-key in another tab.

Ah mine runs in Steam, that may be a bit of a problem.

You still should be able to get it to work.
Try going into your Steam library, and right-click on Civil War Two. Selected properties. Then go to the 'Local Files' tab in that window, select 'browse local files'. This should open up the folder that contains the agesettings.exe program that you need to run.
Hopefully that helps.
