Is this a bug?

Hey folks,

It's early Jan. 1862 and Porter just showed up in Chicago with The Cairo. Is this a bug? In every other game that I've played, he shows up in St. Louis. Maybe just random dice roll as to where he shows up?

Don't know about it being a bug; but, in two previous games, it showed up in different beginning ports--as I recall.

I've had this happen before. I don't remember ever getting him in St. Louis though. Most of the time I get him in Cairo.

Winter and frozen ports may have influenced where the event placed him. Once the river unfreezes, you should be able to sail him down the river to Cairo.

Porter does have many places he starts.
You do know you can get him to the Mississippi from Chicago?

The biggest problem here is that frozen rivers can trap him in Chi-town until the thaw

I don't think it's a bug but now that I look at it, it is a little weird.

Below are the conditions for David Porter's spawn. By default he should spawn in Illinois, but he can appear in any qualifying harbor in Illinois, Missouri or even Kentucky. I haven't tested this, but I believe that if a harbor exit is to a water region that is frozen, it doesn't qualify as "OpenHarbor". There are two harbor exits at Chicago, IL, but it may only take one of them being frozen to qualify for a blocked harbor. If so, that would prevent Porter from spawning there.
