Is the weather based on historical accounts for each turn? or is it based on history yet can be random. So can it be snow in Virginia in say late dec 1863 one game and not another?

Yes, historically random. So one game could have mud in a month with freezing weather in a different game. Pretty similar, not never fully the same.
