Industrialization in 1862

Hello everyone.
I began a full campaign about 2 weeks ago and have made it to February, 1862. I used one industrialization option in 1861, Arsenals and something in Georgia. Took a few months and it finished just fine creating 3 or 4 new ones across Georgia. Upon entering the year 1862, it said I now have many options of industrialization to use (F6).
Unfortunately, it only lets me display 1-6 of 22. How do I see the other 16 options available? It will not scroll down or move through the first screen to any other options.
Thanks for any help. I've look just about everywhere I can on this forum but can't find the answer directly.
