What do these dots mean?? Obviously one refers to land units, one to sea units, but it doesn't match up to the numbers of those units in the city.

They should represent the size of the force inside the structure-location, but I don't remember any chart saying a dot equals x elements or something of the such. The two numbers in boxes to the left of the city-scape tell you the number of stacks, but nothing about the size of those stacks.
