I'm in a PBEM with GregVanM. GVM is playing USA v me as CSA.

He asked me about three fleets that are seeming locked. However, there is no sign they are locked. Greg gave me permission to look at the units (this is from game turn one. We are now on game turn four and it appears they are still locked).

Any thoughts on what is happening to those units?

The screenshots didn't show up, possibly they didn't migrate with the thread. Could you post the HST file?

If the fleets are all in Fort Clark NC, this is a bug which has already been reported, but I haven't heard what was going to be done about it.

This issue is:
- the fleet contains ships which are not shallow; steam frigates, sail frigates, etc
- the harbor exit point from Fort Clark is into the water region to the west
- at some point the water region to the west was changed to shallow

Thus the non-shallow ships cannot leave the harbor.
