Don't know if last post went. What do Union signal CO do, and WHAT IS THE PURPOSE OF SAILORS.
Signal companies increase the command points of the stack they are in. Sailors provide a bonus to attacking from or across water.
You can see what all those abilities do by opening up the unit info and hovering over the icons.
