Stopping Raids and Partisans

What is the best strategy to stop raiders and partisans infiltration and preventing them from destroying rails, depots or even entire settlements? In my current PBEM, CSA opponent is flooding North with those pesky units. How to stop or destroy them?
In old "Hobbe's AACW Reference Guide" I found this advice: "Put militia in every border city and the cities behind first line." Does this advice still holds in CWII?

If you defend everything, then you will be weak everywhere. I don't defend what I don't need, so I blow up any depot that I can get rid of. Enemy raiders can't eat dirt. Make several small Divisions of a few cavalry elements each and use these to vacuum up the single element raider types. To crush a small unit, three things have to happen. Your stack's land detect value has to at least equal their hide value. Some of the Regional Decision cards can reduce the raider's hide value to aid your effort. Once they can no longer hide, your stack's total patrol value divided by their evade value determines if they get away. Cavalry have a good patrol value as do large stacks. If they can't hide or evade, then you go to combat and you should have VP's every time he raids. Also, if you use attrition, then he is probably losing more resources in attrition hits than the damage he is doing to you. Good luck!

You still need to garrison important points. I tend to keep those single regiment zouave units on my rail lines, as they can rebuild the rails, and they help maintain MC. Without MC, those raiders can't get far, as they don't get any food. Make sure you garrison ports, as they are easy to capture, and have food the raiders can use.
