If the game mechanic determines that one side has had enough, then they withdraw from combat, and are "defeated" as far as the report is concerned.
I've had my side inflict three times as many casualties as they took and still been "defeated" even though I retained control of the city I was defending.

I love it when my opponent scores a pyrrhic victory of this magnitude; I'll take it everytime.

Basically, the side which retreats from the battle is considered the loser, regardless of losses. It seems that Cheatham scored more cohesion loss than Grant, which might indicate why Grant retreated from the battle.
