It is mentioned in the manual that Europeans can give support to either side (through the form of subsidies, etc) even when Foreign Intervention levels are below 100%. Has anyone had any experience with these subsidies, what they are, how they work, at what level they trigger?

You must look at the list of events. It says you have received a few $ and a few WSU.

But It does not happen often and the amount is very small.

I was more wondering if there was a specific foreign intervention level at which subsidies were triggered, and if these subsidies increased as the FI level got higher?

AFAIK, the FI has no impact on the amount of subsidies you get but the % of chance to have the event triggered is directly related to the FI.
