Forming a new army

I've built a second Army (Army of Potomac) with Butler who was moved to NY from Ft. Monroe in view of a Dec 61 invasion of New Orleans.
Butler surpassed Freemont and that's ok, however, I noticed that the HQ unit was not assimilated to the general (like it happens in AACW) and I also noticed that Freemont can still be named Army Commander (though he would bypass Banks now) even though he doesn't have the Army HQ with him.

Question is: This is OBVIOUSLY not working as in AACW (you can only form Army in presence of *** AND an Army HQ unit) but is this intended or is this a HUGE bug? If it's WAD what's the purpose of the Army HQ unit in CW2?

Yeah, this is very different in CW2 from AACW. Basically, the number of armies you can form increases each year (I don't remember the exact number per year). The Army HQ unit is an expensive combination of a medical corps and a training officer and doesn't need to be placed with an army, nor does an army need a HQ.

Mah... to be perfectly honest it's Dec 61 I'm almost in NO, I have separated Johnston from Beuregard and already captured Manassas and Winchester. In other words, I've almost already won.

I think there's a very impending need to reform the way the game treats several resources as well as the movement of troops but that' s in the Help Improve CW2 forum not here.

Play at Colonel difficulty, give Athena lots of help and you might move her capital to Atlanta for her.
