Occupier vs. Hated Occupant

What's the difference in loyalty gain per turn, if any, between the above 2 abilities?

And can anyone confirm that they are actually working? I have never gotten them to work, but figured there was just some obscure condition that I hadn't met.

Well, if you can't figure out 'obscure conditions', then no one can.

They are working now, they did not work in aacw1. It is just that their tooltips need some love. I didn't know what they did either until database files where released.
So, here are the explanation - the tooltips I would write for them:

Occupier
When commanding a stack, this leader will proclaim Martial Law in any rebellious city, raising or lowering the city loyalty by 5/trn up to 60% loyalty, if the city loyalty is below 90%.

Hated Occupier
When commanding a stack, this leader will enforce Martial Law with extreme severity in any rebellious city, raising or lowering the city loyalty by 5/trn up to 50% loyalty, if the city loyalty is below 60%.

So, the trait is mostly positive. In rare instances, it can be negative as well. You do not want people proclaiming martial laws in loyal regions. People do not like that...

So the Occupier trait raises loyalty up to 60 if below, and lowers it to 60 if between 60 and 90?

Hated Occupier does the same, leveling to 50 but doesn't reduce loyalty in cities over 60?

That is how they've been designed. It raises loyalty to those values (tested). About lowering, it should work as well, but I haven't tested it yet.

Well, yikes! Get Fremont outta St Loo after awhile, then...

if the downside works - which may well be, I've noticed StL is recalcitrant in my PbeMs, once I started paying more attention to Cards & the 'Loyalty game'.

I'm glad I asked. I had no idea there was this much depth to the ability; I just figured +1% loyalty gain per turn. It also explains the STL situation. I've had Fremont their since the start of the war. It's mid-1862 now and loyalty remains stuck at 65%; time to move the old man.

I need to cut and paste Ace's response into my crib sheets. Thanks to all.
