Land Construction Capa - question?

Please explain what this refers to? What significance does it have in the game? How can a player use this information?
Example:
Raleigh, NC show the Land Construction Capa (capability?) for the following structures.
Capital - 12
Barracks - 50
Depot - 18
Same question applies for Naval Construction Capa at Sea ports and Harbors.

It means how many units you can build at the same time in that location.

1) How much construction capability is required to construct a unit?
2) Does brigade size limit where a large brigade can be built?
3) What construction ability is required to build an infantry element, a cavalry element, an artillery element?
4) How is construction ability raised?

Okay RY. Raises some additional questions:
1) How much construction capability is required to construct a unit?
There is a tooltip in the construction window, hover mouse over the unit in question.
2) Does brigade size limit where a large brigade can be built?
Yes, some towns can only build milita or other small units.
3) What construction ability is required to build an infantry element, a cavalry element, an artillery element?
Artillery might need some building but I think that was changed that the state has to have the right building and it is enough.
4) How is construction ability raised?
By industrialising, build more steel works, arsenals etc The industrialising orders tell you where the building will be built
That is important as you then decide what areas you have to defend after you build them so you investment does not fall in enemy hands.

Not sure of exact numbers, but anecdotally, when I have built the Texas powder mills Fredricksburg, a size two city, got one and after that I could build artillery and infantry brigades there. This was a while ago though, things may have changed somewhat.

Your reply is incorrect for #1. There is no tooltip where you describe it.

So why have a mention of Construction Capability if there is no explanation of what it means and how it is used in the game. I don't understand AGEOD sometimes.

They game several games running from the same engine. Features might be left over from other games where the construction was used.
Or maybe it's used and not documented. It happens. If it was so important, we would already have noticed something.
