Leaders after Richmond is no longer Queen of the South

Many of you know I am frequently on the losing side of a glorious cause. Each time I move the Capital to Atlanta, the new leaders continue to show up at Richmond. Not a serious issue, it just takes a couple of weeks to get the new leaders to the fighting front, but it would be nice if they appeared always wherever the capital happens to be. It would be good to know if this same issue happens if Washington is no longer the capital in the North, but I suspect there is less data as the fall of Washington most often ends the game.

The events spawning the leader pools will first try to place them in their faction's capital by name (Richmond or Washington), but only if they are still friendly held and no enemy units are adjacent; it doesn't matter whether they are still the capital, so I assume that although the capital has been moved to Atlanta, Richmond is still in Southern hands in your example.

If the above conditions are not met for Washington, then a Union-held city in Maryland is selected, the larger the city, the more likely it will be chosen. If that fails, then Philadelphia is selected, but also, only if in friendly hands. If none of those selections work, you do not get the leaders.

If Richmond cannot be selected per the above conditions Atlanta will be selected, but also only if in friendly hands and if not, the leaders will not be generated.

IF there were a faction-capital alias, it could be used to select the capital where ever it is, but there isn't, so you can't.

Beyond that, the events might be expanded to include New Orleans and New York for the South and the Union respectively if Atlanta and Philadelphia cannot be selected, but without a faction-capital alias I don't think there is a way to actually select the capital per se.

Whoa, am I reading this right? The game allows you to move the capital to Atlanta? I ask because I lamented in another thread that it wasn't possible and no one corrected me. I thought the only possibility was Mobile (which makes no sense militarily).

Apparently the game starts with the option to shift the CSA capital to Mobile and later this option switches to Atlanta.

To be honest I haven't looked at the Move Capital options in ages. In AACW you used to always have the full set of options, unless one of the options had been captured, of course.

Now I only see Atlanta as an option. I'm not sure if New Orleans or Mobile are still possible options that only open up under certain circumstances or if they have been completely left out :confused:

I would leave the South in rather dire straights if Atlanta were taken and the CS player then decided he wanted to move the capital from Richmond if there were no other option.
