Promotion, Form new Army.

I am new to this game but have read the manual and the tutorials. I am wondering why General Lee is Fixed in Virginia? Why can't I form a new army with him? If so how can I fix this. :bonk:

You probably can't alter this, it's almost certainly hard-coded.

The reasons are historical, basically.

This is normal, Lee stays fixed for several turns (can't remember how many) but will unlock by event at some point soon. Until then he just sits in Richmond. Taylor is coming to Richmond soon as well, but is only on the map for three turns. He can train two elements of Volunteers or conscripts to regulars each turn if they are in a stack he commands, so you might think about rotating or building something in Richmond to take advantage of this. Volunteer Brigades (1 Light Infantry, 2 Volunteers) are a good choice, he will have time to upgrade three of them.

You might want to think about where you want your armies to be once Lee unlocks. Three armies (you already have ones under Jo Johnston and PGT) in northern Virginia is a little crowded, so once Divisions are available (you may need the CPs until then) you might think about sending one of the three to the West theater; any of them are better than who you (will) have out West. You can't feasibly remove an Army once you create it, so don't create them unless you are sure that is who you want, where you want. I eventually give Lee an Army, but sometimes it is expedient to give him a corps right away: he unlocks around the time the Union starts to make their first big push and you may need him in battle sooner than you are able to re-organize the whole theater around him.

Thanks, that helps a lot. I was beginning to think Lee had no purpose if he fixed and I cant promote him. I have another one now. Divisions are now available. I made two with Longstreet and Jackson. Is there a reason a cant promote another division commander?

Most commonly it is because the general you are trying to give command is inactive (white envelope on the map-icon, if the envelope is brown they are inactive, leading to the pejorative term "brownies").

When you form a division the general's stats suffer a one turn penalty to reflect the difficulty in organizing the command structure and the problems of bringing disparate units together.

Somewhat unclear. Forming Divs and promotions are two different things. A Leader must be "active" to form a Division.

Promotions, from 1* -> 2* -> 3*, are either automatically done by the program, over which you have no control, or either made available to Leaders, most often as a result of being a good combat officer in a fight. You may decline the opportunity, if you wish, or decide to promote him.

If you want Lee to become unfixed faster, you have to invite the Union over in Richmond for some tea and biscuits :)
