What's up with Falmouth?

For 3 turns I tried to destroy the rail line in Falmouth, VA (playing 1.03 as USA vs AI). Each turn Athena simply cancelled my order during the resolution phase. Similar orders in Clarke, VA and Culpepper were carried out with success. Possible bug?

Unit type matters. IIRC, Early Cav can't do this, pretty sure - some others. Have to look it up to be sure.

I used CAV in all 3 instances, but I don't know now if they were Early CAV or Conscript CAV. My bet would be Early CAV can but Conscript CAV cannot.

Some things I'm good at, but, in general, I don't read no stinkin' manual. My way of thinking about things usually works well enough for my purposes - most of the time.

We AACW vets can get into trouble, though, I'm sure - this is not AACW, it's CW2.

I read in the Wiki that an element has a percentage chance equal to its combat power to successfully tear up a rail line. John Wayne did it with just one regiment in "Horse Soldiers", but he's the man. :)

I know this is a quibble, but on a separate note, the city Falmouth is on the wrong side of the peninsula. It should be facing the Rappahannock rather than the Potomac. The Potomac side is Aquia Harbor. Then again, Faquier VA is technically Prince William... As a resident of Prince William, this has always bugged me, but I understand the need for abstraction in the game to some extent.
