Amphibious move to New Orleans

I have been trying for 3 months to initiate an amphib move to NO.
I have Burnside and a force at Annapolis together with most of the Union Fleet under farragaut.. I move Burnside onto the Farragaut tab and they combine. I select distant landing and select NO. Each turn the units are still there. Having read the guides I still cannot figure out where I am going wrong. I have abandined previous ACW games all because they amphib part of the games does not work as per manual rendering the game useless.
Any tips from those who actually got it to work?

You have to move the fleet into an adjacent water region in order for the amphibious move to work. The distant unload button will not move the fleet and the army it holds automatically, you have to manually move the fleet stack yourself.

Originally, in the first game, often called AACW here (Ageod's ACW), there was no DistUnl button - you did it all manually. Then the button got added in a later patch. It's still the same technique, but with a button.
I post this because there are a few instances of 'fossil text' from the older game. Don't take everything literally, and be willing to 'mess around' - whenever the game exits it always save the existing orders and layout, so you can't go very wrong with this game if you have an 'Oops!' moment.
The tooltips are very, very good though, especially once you get the hang of it. Tooltips are your friend here.

I have a related question: When I create a move of the fleet with troops next to say Beaufort,SC and then indicate distant unload for the region, I get a message: Some units cannot enter this region. This used to work correctly - is there a glitch in 1.03

I'm not having any problems - I just landed in hostile Norfolk.
Load troops.
Move fleet icon to destination sea Region next to target.
Click DU button.
Click on target.
Target blinks and you have a confirmatory message (small one on screen) displayed (iirc).
That's it.

That is exactly how it used to work for me - but no more.
A Test: I loaded a single US infantry unit onto a fleet and moved the fleet icon to the coastal region next to Cateret, NC (Beaufort NC). I clicked on DU and moved the arrow to the Cateret region. I got the message "One of more of your units may not enter this terrain". I repeated this with every CSA region on the east coast and got the same message. It really messes up the game.

Actually, I just had something extremely similar, if not the same, in my PbeM.
1.03? Bug?
Wait - I had landed in Norfolk, invaded, three Turns earlier.
Double check to make sure the land units are loaded OK, I would guess, as a start. I had the 'odd' behavior on last Turn, going from Norfolk to invade Prince George's, on the James. Land units remained behind, although I swear they were loaded.
