Question on Flatboats/Mortarboats

Question on these types....do they prevent or interdict unit movement across rivers?

This is important, because if the answer is YES, there is an unintended consequence of the otherwise reasonable move to block Mussel Shoals to river movement.

If they CAN, then the CSA player can build a couple in Chattanooga, and then prevent the UNION player from otherwise crossing the river.

If they CAN, then a HR against that should be in place

Gunboats can be built upstream of Mussel Shoals, they were in RL, Union had few tinclads operating in the area from 63 onwards. They even tried to block Hood's Nashville Campaign movements. There are ports on the right side of the river. The remedy is to build gunboats of your own.

If I saw that, then I would go around - interdicting the RR to the west of 'Nooga in No. Alabama is a good move, anyway. Crossing at or next to 'Nooga denied by naval presence would not deter me that much - usually, by the time I'm approaching it, it's enough time in the war that my formations are pretty darn strong and could have three or four Corps approaching it without too much strain. Against decent CSA oppo, that's what you're gonna have there anyway, really. So, I don't think you can deny a decent Union thrust there 'on the cheap', so to speak, by using the naval rules. How many river regions are you going to cover with four elements each? All built upstream of Mussel Shoals, remember.

Not a bad idea, could be useful, but not a Solution, I don't think.

I checked as CSA, there does not seem to be a place you can build a Gunboat upstream. Flatboats and Mortarboats, yes, but not gunboats.

I also think Union would have to get Loyalty higher before building anything anyway....and I am pretty sure they cannot build Tinclads on those southern ports

I just wonder if there is a problem here

You can build timberclads as USA.
