Napoleon apparently sides with the US

I'm playing through a game that I've already won. Athena sent a large force (i.e. just about everything in the mid-Atlantic that was unlocked) under a combination of Butler and McDowell to siege Richmond. While she waited for them to become activated, the Army of the Potomac swooped in and briefly laid siege to D.C. before storming the gates. U.S. morale dipped as low as 32, but has since risen to >80 briefly. Another defeat of McDowell, that rascal, lowered U.S. morale again recently (mine is 161).

I'm still stalled, or maybe it would be more appropriate to say that the U.S. hasn't been able to advance. I've stopped Athena's advance in the west by destroying most forts and depots. She hasn't sent much into Kentucky; I think a couple of Gen. Forrest raids into and near Cincinnati have her watching her side of the river. She has a sizable force in Alexandria and has emptied D.C., even though she's lost Baltimore and hasn't reclaimed it. I haven't made any foreign intervention plays, and it sits about +16 as of early December 1862. Then I noticed this:

What does this mean? Are the French sending me a delegation? Have they come to see the sights of Washington? I don't know if an event spawned them there, or if they are sailing through on the way to somewhere else. Anyway, it's something I hadn't see before.

France and England (the UK actually) are neutral factions and are controlled by the AI independently; each faction getting their own orders without any coordination with other factions.

No way of knowing exactly why Athena decided to send the regal French navy into Hampton Roads, but it will have no affect on your game as long as they are neutral.

Hale to them, tell them you all wear royal blue because you threw off the shackles of royalty *oops, the French have a king again Image * and have a party Image. It can't hurt; at least until the next day Image

No Sir, we did not had a King at this time. We had an Emperor. Because Illusion of Grandeur is a life style :)
