War Bonds Error

The game says that Issuing War Bonds decreases inflation for the Union but says it increases it for the Confederacy (in both cases it says price variation -1% so I presume it does the same for both sides). I know that historically inflation got savage in the Confederacy but surely this was because of the blockade?
