Temporarily Frozen Units

With the last patch, I am observing several instances where my units become frozen for one turn; typically, an entire Corps or similar stack.

What are the conditions that cause a stack to become frozen for a turn?

I would like to know, so that I can stop doing whatever it is I am doing......

Sounds like you have your leader activation slider set all the way to the right in options. It's a great feature to recreate Union command issues, but dangerous if you forget your units can become fixed on occasion. Non-activated commanders don't always become fixed, so I guess it's a die roll they fail after failing to activate that determines if they get stuck in place for a turn or not.

If it's winter and your corp is in a region suffering under extremely harsh weather you cannot enter mountain regions, not even by rail. There are a few regions in the Appalachians where you can get locked in the wilderness like this with no adjacent non-mountain regions in which to escape.

Just watch out for the Yetis :blink:
