Does the +10% combat bonus for Wagons apply to the 2 element type or just the 4 element type?

I believe that it applies to both.

IIRC the rule says "a supply element" "with supplies". So even if you had a unit with a single supply element, because the other(s) had been destroyed, it should still work.

Of course depending on your situation, such a tiny supply unit might run out of supplies quickly, thus negating the bonus.
