Maximum entrenchment

I thought the maximum entrenchment level for any stack was 7; so, I was surprised to see the tooltip below indicate a maximum entrenchment level of 3 for the selected stack. I have two questions:
1. What determines the maximum entrenchment level for a stack?
2. Why can I bombard passing ships with this stack when my entrenchment level has not reached 5, which, I thought, was a pre-requisite to attack passing ships with artillery?[ATTACH]25854[/ATTACH]

Maximum entrenchment level depends on the year to represent change in military doctrines used in the war.
3 in the beggining of 61
8 in late 64
For bombardment, lvl 3 is the minimum.

Thanks for the update. I see AGEOD really needs to thoroughly update the manual. It's great to have guys like you as a resource, but these unwritten rules should be codified.
What happens in late '64? Will the minimum level required for bombardment be raised to 5? Pg. 50 of the manual states level 5 entrenchment is necessary to enable bombardment of passing ships or to retaliate against bombarding fleets. Maybe this was written to reflect the '64 level of entrenchment, not '61?

No, but in AACW1, in earlier patches there was at lvl5. So they made a typo when they rewrote the manual for cw2.

I noticed there are some garrisons in MN which have already achieved a level 6 entrenchment by mid '62. Is this WAD or a bug?

No, there are some starting garrisons which are preset to high entrenchment value as they were dug in RL as well(for example Union garrisons at FtPickens and FtMonroe). It is only impossible to achieve new high entrenchment values for your field forces until late in the game.
