Retreat Algorithm

What is the retreat algorithm? My CSA Army of the Potomac is defeated in Montgomery, Maryland and is retreated back several regions back across the Potomac River to Charles, MD. It had to do this across a blocking Union Fleet - and is now cut off? I do mind so much that the initial attack lead by McDowell should never have forced a retreat (bad luck rolls) but to retreat in this manner is bizarre.

Also, I have seen forces successfully defend by the battle report, yet are retreated and the attacker remains in the region. What gives here?

Fleet interdiction of a river passage never gets above a certain percentage, so in your case that was perhaps bad luck to move through the river. What impacts retreat is the movement cost, military control and presence of supply mostly.
