Vicksburg Transport 3/4 strength?

Full Campaign
Third Turn
Transport set to passive
Replacements for transport at 4 in force pool

Transport starts campaign as half strength with white slashes to left indicated it has room for more element(s). It received one element, and the hash marks to the left showed that it was at full strength(color change from white) at 3 ships or 3 elements.

Just want to know if this is by design or if it is something that should be corrected?

It will add another element at some point. Move it to another port that is also a depot, that may make it add the element quicker, not sure. I usually move them to Little Rock.

A naval unit needs certain things if it is to take replacements,these are a minimum number of port(3 i believe)plus a depot maybe?
Anyway if you send it to New Orleans it will take the 4th element.

I believe the issue is that each hash mark represents 2 ships (according to your picture). Thus, the addition of 1 ship makes 3, which is 1.5 hash marks, and thus could be shown as either 1 black and 1 white, or 2 black hash marks.

Vicksburg is a level 3 Port with a depot.

I have played an additional 2 turns leaving it there and it has not been reinforced to full strength.

Guess I will move it to a bigger port city like Memphis and see what happens.
