When I toggle the supply overlay on, I see a "safe supply limit" indicated for regions w/o a structure. Anyone know how should I interpret this?

Follow these steps:

1. Toggle supply overlay on.
2. Hover your cursor over the tiny flag symbol within a region w/o a structure
3. Safe Supply Limit appears as a tooltip.
