Replacements

There is an option to allow for automatic control of replacements; I cannot see that it works. Whenever I check the replacements screen there is never any replacement reserves or ready to use. No matter what the setting, I have to manually purchase the replacements.

What am I missing or is this a bug?

Is it after turn 4 or before? Because it follows the AI algorithm about replacements, and 'she' generally is quite conservative with resources the first few turns.

I checked and the AI is buying replacements if the helper option is on. Perhaps not enough though, so I'm cranking up the settings. here is what I got in the logs e.g (I'm playing USA here)
