1. Is there some way of knowing the "embarkment" value of units and likewise the capacity of naval transport units? Sometimes the stack I want to transfer by water is too heavy; and I would like to know how this is determined.

2. If transport units can't carry the stack, it seems like riverine movement always works; WAD?

The weight of the unit is the transport cost, for rail as well. You can see the weight of stack using the tooltip feature.

When using rail or riverine movement it is always a good idea to leave a few unused points in the pools to account for attrition. You will lose 3% of your pool each turn and if you don't have enough unused points to cover that cost, the attrition loss will come out of the points you are using. That will result in a lot cancelled movements, which can be disastrous.
