Pontoon Bridge & Build Railroad?

What does the pontoon bridge do for us?
Also what is the sequence for building a railroad. I don't see an icon for that. Does it consume units? If so what kind?

AFAIK, no option to build RR, and pontoons simply assist in speeding up river crossings... Tip: Don't try it like Burnside in Fredericksburg in 62 though

There was an option for Union to build RR which was card - event - driven.Was this removed?
