Had Washington surrounded for six months. Supply in Wash has not decreased

I've had Wash surrounded for six weeks and see no reduced supply (green Bar on right). How long does it take to starve them out?
Secondly what do the small green dots under the city tag mean?

Maybe it has depots and structures that produce supply plus a port?

The port is the main reason. Kind of hard to blockade it as the South.

Exactly. Better also have DC blockaded or you won't starve them out.

The green ( or red ) dots under a city ( or structure icon) mean the "size" of the garrison, the more green dots the bigger the garrison, if the dots are orange/red, that mean the garrison isnt in "good shape" either by lack of men, supplies... units been formed, etc.
