Question Concerning the FOW and Units

I have a question concerning the Fog of War (FOW). I've played most of AGEOD's games (except PON) and have some idea of how their games treat the FOW. In CW2, it looks like the game treats the FOW in much the same way as earlier games. The introduction of the vertical bars on the units in CW2 has raised some questions in my mind that I'm hoping others can answer. Should the vertical bars of enemy units always be visible? If so, do they always give correct information? I'm particularly interested in an enemy unit that is far enough away to be visible, but where the tool tip on that enemy unit will only give some rough information. See the picture below:

The tool tip clearly only gives general information about the unit, which is consistent with the FOW. But what about the vertical bars showing strength, cohesion and supply (I think)? If they do correctly show the state of the unit should they be visible? It would be very useful for a player to know the relative strength, cohesion and supply of enemy units behind enemy lines. Of coarse, it would be fun if they gave misinformation. Can anyone tell me whether the vertical bars are always accurate, even for units not well spotted?

my view from PoN is the accuracy of the bars improves if you know more of the unit. In that case, all you are being told is the unit exists and some very rough idea of the formations, so I wouldn't trust the bars at all - if you don't even know the names of the regiments its unlikely you have good intelligence on their current combat effectiveness.

When you can see a lot of detail, then yes the bars are informative, in particular about losses and supply state
